The first thing to say about the Shelfeye Reaver is to completely ignore the icon in your Hunting Log. That implies they are Marauders, when they are, in fact Archers. The more of these FFXIV Hunting Logs I do, the more it seems that the very final Hunting Log entry for a class is your opposite number!
Now, the map here shows where I found the Reavers when 
Watch Your Tongue
is not on. However, that FATE is almost always on - or so it seems. I only found four non-FATE Reavers and you require five. If the FATE is not active, just wait for one to respawn - you won't be waiting long.
